unrest is a good zone and you can solo some too with all the undead there. if groups aren't happening there you can always check out mistmoore as well. 19 is a bit low, but seeing as how you are a cleric I'm sure it won't matter much.

Guk and Unrest were really popular coming up. Then Mistmoore to OT. OT does not have the best xp but thier seems to be alot of people always in that area.

If you are playing prime time, Guk is a load of fun and the gem drops will make you very happy. You can also stay there quite a while if you choose to.

unrest 2 single spawns right there at front door to manison (one to left other to right)or you can goto the porch side ent if facing front door its to left youll notice it ,then once your 24-25 you can solo 2nd floor thats what im doing well i group there atm, its soloable aswell im 27 tho but thats on red.

Guk and Lake of Ill Omen are where I'd recommend. As a cleric, you kind of want to be where the population is, and those two places seem to be the hot spots for other characters your level range.

I've noticed low 20's are abandoned. There's never 6+ 20-24's, in either Unrest, MM, Highkeep, upper guk...Honestly, project '99 feels like it has the level split in a lot of MMOs, healthy low level community, middle levels are abandoned, and lots towards the top end.
