What's the top droppable back/belt combo for a monk? Maybe a CoF for haste + a RBB for stats, or is the slightly reduced RBB haste better paired with a SBC?

Situational really. Also depends on your level and if you're grouping with an ench who can cap your haste easily.
golden sash + shroud of veeshan far as no drop

Level 1 and solo. I'm never gonna guild, so the Sky stuff will never happen, so I guess whatever will go all the way to 60 as well.

CoF + RBB/RBG then imo. The bump in haste from CoF gonna benefit you more (assuming youre not buffed by high end chanter) than a few stats, especially at lower levels where they amount to nothing.

Droppable: Depends if youre going to be solo'ing a lot. If so, CoF/RBB, if you plan on chilling with a lot of enchanters, SBC/RBB
No drop: Best combo would be Grey suede in feet, RBG in waist, and because Monks won't see a Shroud over a caster for a while, SBC.
