The p1999 wiki lists that it can drop off a forsaken revenant as "ultra rare" (6% drop rate):

Do we have any confirming evidence of this happening on p1999?

It eventually gets added to the Revenants but I do not believe it such at this time.
In fact, someone can correct me if I'm wrong, but I don't think revenenants got that staff until the Hate revamp around PoP. Magi does earlier though if I'm not mistaken.

It was a revamp thing.
yeah was a revamp thing, i was the first ever to get it on live servers and no one knew what it was for back then :P

yeah, i/we saw that the pet was bigger but iirc RZ was the the first Server to clear PoH and get that Staff drop one day, it took like over a year on the Server for the second staff to drop thats how rare it was and in that moment it droped no one knew what it really was for till it come to use

the revamp came far after the first mage epic, so how in the world did no one know what it was for?
