Is Nortlav the Scalekeeper in game?

I rarely ever venture into the hole (please no dirty jokes), so I'm not sure if he's in game. The p99 wiki implies that he is, and alla says he's part of hole 1.0. Anyone know?

He was added about the same time as the planar revamps and the Velious changes to epics, iirc.
