Been pouring through forums and cant find a good thread about how high to try to shoot for resists and which if any are less important (usually see MR and DR as the most important) anyone got a link or a "do it this way" post to make. appreciated
im a shaman if that matters at all

It depends on the mob you're fighting. If the AE has a -resist mod on it, you'll want to be at 330+. When I prep for trak, I pull 338 PR without a bard.
The sheet here: http://wiki.project1999.org/index.php/Skill_Jewelcrafting has all the player craftable items, and the P99 wiki has just about every item and it can be sorted by stats. IE looking for PR gear just look up a slot and sort by PR.
I generally carry around 60+ pieces of resist gear at any given time.
A MR of, say, 220+ at level 60 will hold off most dragon fears.
It honestly depends on the situation, a great number to shoot for is 150 before buffs bard songs and potions. However, there are some dragons that have a negative 150 modifier to their AoEs, so you really have to work to resist them.
Most often Magic is the most important resist for things like: fear, snare, root, gravity flux, certain AoEs. In several situations for dragons you will want to make sure you resist the fear before resisting the AoE, a feared healer is not healing.
Poison and Disease are the less important resists, but still critical in certain circumstances (Trakanon (PR), Severilious (PR), Hoshkar (DR), other shaman based mobs). Poison is easy to stack with DMF, Resist Poison, and Shadoo stacking in addition to Blue Diamond Earrings and Platinum Pearl rings.
Fire and Cold are more important, but still not as much as Magic. Depending on the class/race these can be easy or hard to stack deeply. Stuff like Nagafen, Talendor, Faydedar, Gorenaire, and Vox you want Magic as a priority over Fire/Cold to avoid the fear, but still enough Fire/Cold to resist. Cold helps in dungeons if you fight a lot of wizard mobs that like to drop Ice Comets on your head.
A good resource for figuring out resist gear sets is the wiki. From the Equipment by Class page, select your desired class, then the specific slot you want to examine and sort it for each resist type to find the different pieces that work for your class/race/budget.

Unbuffed, no potions, just gear:
MR = 150+
PR = 125 ish
DR = 125ish
FR = 150+ (only needed as main resist for 1 dragon)
CR not needed til velious
That should allow you to resist just about everything once you're buffed up.

If the resists are as they are on red, which I am assuming they are (using Null's system), you now need 100 mr to resist root and snare reliably. You can resist about 8 of 10 with 85 mr or so. This is very much like classic.
Other resists only begin showing noticeable damage mitigations at over 100 to any save. For instance, with 98 CR, ice comet hits for full almost always. If you get CR to 130, I see reliable partials. At 150, ice and fire spells seem to have a high likelihood of mitigating as much as 50% of the damage. Just so you know, the resist system isn't classic, and you can just about bank on getting a certain amount of resists with a certain amount of resist gear, where on live resists were still far more random, even with resists in the 200s (ie. with 200 save fire, it still wouldn't be uncommon for nukes to land for full).

Resisting npc spells is different than resisting player spells bud
I don't think either are exactly right, but if you wear a full suit of PvE resist gear here, maybe its similar
I think the rule of thumb here is that levels matter more than anything, this goes for AC also atm

it of course depends on what you are fighting. You will not need disease unless you enter VP. For most dragons in classic/kunark you really just want to focus on MR.
This is a question prolly best asked to your guild. If you are for example in TMO you want to use Rusl's numbers. If you are in a guild that does ragefire and on occasion a kunark dragon you really only need to worry about MR and 150 is a good goal, but you will still resist most fears with 100+ unbuffed. Also since you are a healer on some encounters you do not even need resists b/c you can stand behind a wall protected from the AE and still heal (for example vox, nagafen, ragefire).
I would add that you do not specify for raids. As a shaman, especially at lvl 60, you may want to solo in sebilis or other zones with many caster mobs. Resists help tremendously when fighting caster type npcs. There is no hard and fast rules for using resists in this kind of situation but MR/CR are the most useful and it may be worth wearing a few pieces that will reduce wis or hp slightly but give a nice boost to resists. I tend to wear pieces like crown of king tranix, earing of essence, etc that can give a nice boost to resists with just a few pieces in these situations.

I guess my goal is to raid and be able to stand strong against casters in SeB and such
decided to bag my 55/5s for the following as my first 2 resist buys which ones better or should i get 1 of each? my gut is x2 of the +13mr although I was in seb last night gettin Fdup by sham and necro casters

All the spells cast in seb have a brutally long cast time. Should be np to get a stun in there somewhere. A popular belief here is that wizards are pointless in groups though :P. Paladins also scarce etc.
