So, I'm offering a free bump to deal with this nonsensical post. '<>' is an semi-common inequality operator, similar to '!=' (which is more common). Calling someone 'terrible at math' for using it makes you look ignorant.

You're welcome for the lesson in programming (read: applied mathematics.)

I actually googled this and '< >' is used in 'basic-like' languages according to wikipedia. Really strange; I'd never seen it before.

Most people will be familiar with it from dynamic MS Excel fields. Excel uses a Visual Basic back-end, which as you rightly point out is the origin of the operator.

Personally, I find anything that doesn't allow me to use exclamation points to negate a little tedious, but maybe that's just me.
