Agility and encumberance

If you are encumbered but your agility is still positive (displays green), does your running speed slow down?

I thought that if you got the message that says you are encumbered you will slow down. Your agility buffs and items keep you in the green, but you're still weighed-down and get slower. I could be wrong though.

I believe this to be true. I'd say being encumbered lowers your run speed and your agility, rather than saying it lowers your agility and as a result your run speed.

Quoted for being correct. Agility does not affect your run speed. The lowered agility is basically saying "you're too overweight to dodge, sucker."
