was talking to zeelot today. says he got a lotta locket of escapes. vendor recharge for like 20k for 1 bind, 30k for 2 bind etc. i'm sure he'd help ya out :3 bind p much anywheres ya want, though most people choose to bind outside of KC until velious due to how evacs (ports to ej, sf...mostly ej) work here.

If you have a Locket of Escape (http://wiki.project1999.org/index.php/Locket_of_Escape) or Ring of the Dead (http://wiki.project1999.org/index.php/Ring_of_the_Dead), then you can bind anywhere a caster can bind. Otherwise you have to bind in a city or designated area (such as those mentioned above).

Oh only 10k more for the 2nd bind? How very fucking generous!!!!

10k is around the cost per buyback of the locket. Infact, if you were "piggybacking" a bunch of recharges between a couple of different people, you'd still have to split the buyback for the charged item as well. And obviously this only works if you're doing them all at once, if I wanted a single bind it'd cost 20k to buyback both lockets from the vendor since you can't exactly just leave the lockets on the vendor for next time.
