Black wolf skins in Southern Felwithe

There are two problems I noticed when doing this quest. First, Tarker Blazetoss does not respond. By turning in the wolf skin anyway, he gave me an item, but it was a simple copper ring, a no drop item from Gates of War.

Replaced Simple Copper Band with the proper Copper Band from the DB.

Fixed his quest prompt text to be easier to trigger.

Moving to resolved.

Will require restart/pl reload.
