There are two jumps in mana when I med, I've noticed. One giant leap forward, and one tiny step back (in terms of mana gained and lost)
Which do I need to cast between to conserve the most mana?

You need to be sat slightly longer after you see the tick to get the full amount it seems. I noticed this at the spectres a while back. Try sitting for a second longer than you're doing at the moment.

I canni right after I see my mana tick an actual number amount(using duxa UI), seems to work all the time.

The way ive been doing it, for example, my mana bar would read 714 then jump up to 730 but then down to 729. I would cast after it read 729.
I'm just a little worried if I doing it right or not

Should be fine, I usually cast RIGHT after i see the mana tick, so I can sit quickly after casting(assuming the cast time is less than 5.5 seconds) so i can maximize my mana.

Alright just making sure. Also, I suppose this is relevant to shaman mostly, but is mana and HP regen on the same timer?

The regen seems pretty buggy at times. Like you said your mana will tick up and then down a couple points. Maybe its the client/server disagreeing on your actual mana regen.
As a shaman I noticed that when you canni you sometimes never get the mana right away. And sometimes you don't even get it at all.
The more forms of regen you have the more ticks I see. If you canni and have a bard song or clarity you will see tick tick tick instead of getting it all in one tick. It's kind of strange how it works. It's like it's all calculated separately and then sent to the client.

I seem to remember a post where this was explained a while back. That something like; the first tick is the client calculating and the second tick is the server updating and correcting it. Maybe someone else is more informed on this though.

When kiting/quading I wait for the client to tick 1 mana regain, sit IMMEDIATELY, and gain a full tick as the server updates to the client.
This works about 3/4 of the time, though sometimes it seems that the two ticks get out of whack, (coming right at the same time or far apart), and I have to just experiment to see which one is correct than keep a running timer in my head.

Does meditating require a certain level? I'm only lev 4, but I couldn't skill it at the trainer. How do I skill it up?

Meditate usually comes at level 4 for pure casters.

Int casters (Enchanter, Magician, Necromancer, Wizard) get meditate at level 4. And Wis casters (Druid, Priest, Shaman) get meditate at level 8.
Don't forget to put one point into meditate at your trainer so you can start using it.

How those up/down ticks line up is weird... I put it to a lot of tests on red when I was kiting and sitting for med ticks. One of the ticks adjusts your hp/mana to the right level - the other is off somehow. However the right one might be right after the wrong one, or right before it, or like halfway between two wrong ticks. You just gotta test it out to see when you should be sitting for the real ticks.
