Where is a good zone I can easily get a good group during peak hours as a lvl 40 Sk?

Sol B or City of Mist.

I recommend City of Mist because you can do a modest amount of fear-kiting there while looking for a group. There's a fairly good size open area in the middle of the zone.

Not sure about lately but Sol B royals used to be a great camp for the low-mid 40s, and I agree the XP penalty really starts to hit home 40+.
