I think the Chinese roughly have a proportion of 300 million "people that matter" in their society at best, probably less. The only difference is they don't outsource their slavery. Those are the only people who actually matter in a global geopolitical sense, and that's partly why we aren't being over-run right now, because they have 4 billion minions keeping them really well fed and cared for.
