Define "bear" plz. What exactly does this specifically mean? Is it different than touching? What about using? Does it even imply ownership? Or property?

It could be argued all "arms" should be on lease from a well ordered and regulated militia under the appropriate definition of "bear".

So too me this still says.. licenced manufacturers only. Also regulations on specifications. Amount of and type ammunition. # of guns. Background checks. Mental illness. Age requirements. Certification, completing courses, tests. Is still all on the table imho.
