The common person doesn't/should not have to concern themselves with such things, as that is the purview of rulers and thinkers. I believe that whatever ideology that serves us best does not give credence to the moronic ideologies of the bigJs and is unaffected and unassailable.

no, it wouldnt change or evolve. necessary action may vary wildly overtime and for that reason, the ideology that not proscribe specific action. in essence it ought not be any more specific than I have defined it. the best action is the policy is the policy which maximizes the elevation and advancement of humanity, that is necessarily the action which fosters the greatest long term benefit, because the future is infinite, the past is null and the present is fleeting.
a free society does promote intelligence so long as individuals are free to fail and his fellows decline to subsidize his failure. by the same token, exceptional individuals must be sufficiently throttled to avoid their dominance from stifling the vastly superior collective productivity of average individuals.
