what level do you need to be in order to complete the quest?

How it works...I turn in the tear with max truespirit faction. Lord rak is killed with or without my help depending on what you pay for. You loot the scale and turn in for the spear of fate once you have max true spirit faction. The scale can be looted with no faction work but can not be turned in for epic without the faction. With a druids help i suppose you could do the peg leg turn in over and over for faction at a very low level sub 20s or the city of mist reports at 40+
