We've been trying to get bolts put back to a functioning level for over a year now.

Ever since they switched it to the cool graphic, it's been broken, and ignored. While the flare graphic bolt is pretty cool, the spell's function as a nuke is ruined. That is FAR more important.

They can't z-axis exploit and train in PVP like they can raid mobs.

That's why they're awful at it and quit.
