skean proc is much longer and every1 has it

windstriker is shorter and 1 of the hardest to get items in the game

the "super rare and only a very limited number of them are ever going to exist" argument only hurts you here; it's like arguing that tstaffs should have been allowed in the monk tournament because they're ultra rare and not everyone has one. the entire reason that they decided not to allow mage epic pet on blue is because of how gamebreaking it is and not that many people will have them since it's such a rare raid drop dependent epic

you want this to simply be a gear check so that cyborella 100% wins because he's the only ranger on the server with a windstriker(unless someone got another one within the past month or so, doubtable)

the reason skean isn't allowed is because once it procs once, it pretty much decides the fight; windstriker is like a skean except you don't have to have any sort of jousting skill whatsoever to make it proc

it makes for an insanely boring best of the best

windstriker should be random 6-12 second stun, and we've seen plenty of procs last under 6 seconds

a ranger on blue server almost won with out it against another that had it

from the recording i saw of the blue botb, every single windstriker proc lasted exactly 12 seconds

using blue server rangers as an example is a joke because almost every single one of them just sat there facing each other auto attacking at some point in each fight

there is no way you can argue that allowing windstriker is balanced or makes for interesting fights or showcases any type of skill

Tune is completely right. The victor of the ranger botb will be decided by the more skillful player.
