Considering on this server you can still proc with the offhand even when dual wield fails to produce a swing I think it is a decent enough weapon to off hand at low dw skill purely for the str/tank padding proc.

Any dropable gear that is BiS is going to go down...but there isn't a lot. Most Velious loot is NO DROP. After initially going down in price...things like Djarn's ring will prob be right up where they were -- because they are still a pain in the ass to get and best dropable in slot.
certain melee weapons will go down. I wouldn't be surprised in caster equipment begins flooding the market a bit...Velious is very much a melee expansion.
