Oasis Crocs are an exception to the frenzy rules, made when they finally put mob frenzy into the game. Players complained about the Crocs attacking and they patched it back out for gameplay reasons.

That's why they con scowls but don't attack.

I'm convinced, but like the way it is, that decaying skeletons were aggro to all new toons for years in the early days. Totally convinced of that. Anyone else?

Yes they would even aggro lvl 50 players trying to med up. Decaying skeles were nuts LOL
