I wanted to add my reasoning behind the increased spawn/drop rate if it's questioned.
Here's an excerpt from one link:

Another note which is purely anecdotal evidence, but relevant. Classically, I played a paladin in gukbottom while manastone was dropping. People laughed at it and didn't realize how powerful it was (dmg myself? no wtf). I was doing dumbass things as well, like camping an EBCP instead of a guise. Anyways, after fearplane opened, players found it an essential raiding tool for clerics. By the time it was well-known public knowledge, hateplane opened and manastone was removed. Within those months, it was constantly camped, and very common.
The evil eye itself was exceedingly rare with how the spawn distribution was set up here. I do not believe manastones should be extremely common, but I have also been able to judge the rarity from the project1999 blue server over time. This wasn't a huge increase in the drop rate; it was more for the npc's spawn and a gentle nudge to be more inline with classic evil eye/manastone distribution.
