you are thinking of SOPA/PIPA/etc. Yeah, SOPA was such a ridiculous law that could basically let any major media organization shut down any website with only an email. The reason it didn't get passed through because of a huge brown out in protest of it by many major websites like google and wikipedia. Same senators tried to pass the same bullshit again but it was done in some form of a non-reviewed push through amendment to a USA-Canadian trade agreement and would have been passed if it weren't for Canada dropping support for it with those additions(btw, thank you Canada).
