Do you mean plat transfers? Yes, it's a bit disappointing if you look at it from a purely balance perspective, and yes, some people take advantage of it to become extremely, extremely rich on one server or the other(or both!).

It's one of the caveats to making two servers under the same service. It's not perfect, but hey, it's free EQ.
