I completed this quest last night. The classic resources I used to complete the quest:

Some notes:
1) "What Access?" Did not trigger any response, even though I was dubious at the time (due to Cinda's Charismatic Carillon)
2) "I am worthy" at amiable (charmed) resulted in the note to Wenglawks. A monk next to me (Accost) also said he received the note while I had him charmed (indifferent).
3) Wenglawks is indifferent while the Zromzek (I think, nobles are not on entrance mob faction, which I assume is Kromrif) were apprehensive (after Cinda's Charismatic Carillon)
4) Wenglawks did not respond to hails, I simply turned in the note from Ziglark and the 200p and received the note for Ziglark.
5) The final turnin to Ziglark was completed with Dubious faction.
6) As of last night, the group-key function had not been implemented yet, but I remember reading on these boards that is already a pending update.
