This. Since the change I know of three guilds who have killed Magi and gotten a staff, who previously wouldn't have been able to obtain this item.

The problem with being a level 46 epic mage is that you're still a mage.

Can you click it before 50 ?
Tought rogue epic was the only one you got the effect before 50 (46) since they changed it to a normal haste in the last patch or so, making it the exception to the must be lev 50 to get the effect nerf.
