For 300pp Staff of Battle will easily last you to level 50

I have the staff of battle. My main question was when I should switch to it, opposed to using 2 1H's?

Switch to it in 20s to cap it, you can use it to deal tons of damage starting at L30.

None of what anyone said is really relevant for levelling.

Get a fungi and 2 good weapons and a set of banded armor. Maybe some hp rings if you have plat left over. That will propel you to 40 faster than anything else you could buy and the fungi will retain its value can always sell at anytime for your high lvl upgrades

OP already said he had a fungi and 60k to spend and you recommend a fungi and some banded.

I’d start using the frostbringer at 40 along with a WESS or better ratio weapon depending if you’re soloing or not.

Staff of battle ratio is nice for the money but even on my warriors reaver in the 40s I was barely noticing a difference between that and FB/frenzied axe
