swapping in a weapon for BS is pretty awful tryhard. the only time its really worth doing it is if you already have something like a primal and claw of lightning and you dont have to swap the weapon from one hand to the next but just hover over the primary with your epic for swap. the epic is the best weapon for swapping because it has the highest weapon damage and an innate attack bonus. outside of significantly better weapons like vyemm, primal, or doze the swapping probably isnt worth the marginal increase in dps imo.

its also a bit disingenuous to say "velious was beat in kunark gear"... like sure, velious was beat in kunark gear by a zerg guild with 100+ players employing methods of the play that werent really utilized on live when it was released. based on your logic, why even use any velious items at all?

P99 is also crazy overtuned, there is video of a warrior with crafted armor tanking Sontalak on live with no issues, if the server was actually "classic" you'd be beating Velious in classic era gear.

to be fair the first clear of velious content on green was done the "most classic" of all the velious raids, since there wasn't an army of parked coth bots yet and it was all done through organic clearing
