Most people just ducked pvp. When i was trying to convince abysal (lead of old guild Founding fathers) to stop being a baby and start working with holocaust so we could contest Nihilum in fear, i was doing it halfheartedly because the thought of that extra grind just for a 10% chance to kill that zerg in fear... ughh. Also xp rate was more brutal back then to make matters worse if you liked to pvp.
My main fun in Rallos was to take my time leveling and put PVE on hold when fights would happen in Highpass or around the tunnel in EC, i really died inside a little when i kept playing on Red even though i knew PvP was reduced by alot, because of that PVE poop camp mechanic they implemented with xp loss. That was the big mistake, thinking people wouldnt be able to control camps without xp loss.
Gear progression would have been alot slower, when you would have that one piece of gear drop, you would have fought for it and earned it.
Its almost as if the staff got around a table and asked themselves how can we make sure theres as little pvp as possible on the box... oh yea lets put xp loss on pvp death.
