The terrain is difficult to navigate, especially with only goats and camels for the most part...and I guess maybe pigs? Europe had a lot of flat grasslands and horses with cows. i guess the whole its harder to evolve as much there theory is arguable, especially for iq. the two main theories behind regional variations in cranial size and IQ are either that its harder to survive somewhere with 4 distinct seasons and a winter involving more long term planning= big brain. the other idea is a lot simpler -- larger heads retain heat better and brains just kinda grew to fit the cavity. because its considered edgy and racist, neither theory really has been looked into as much as they should despite being the only available explanations with validity.
iq isn't tied to race, its more closely tied to distance from the equator with the americas being the only exception to the rule (however considering how recent all kinds of migrations have happened there, unsurprising.) race just happens to be a social construct of skin color that is also kinda vaguely based on equator distance of your ancestors. race really is a pretty outdated concept to begin with so it gets confusing when you throw a nonscientific concept in with scientific ones.
