Plugging benefits the team with less people, it enables them to engage a force they probably cant beat by giving them a way out. In other words it can promote more pvp. How often would a group of 2 or 3 attack a group of 6 in a dungeon if they didnt have the ability to plug out? Futhermore on repop day if a force of 40 shows up to fight a group of 20, one viable option for the group of 20 is to plug once the fight begins to go poorly. If they couldn't plug they would inevitably die and their day would be over. Plugging lengthens fights, it forces the team with 40 to constantly keep an eye out for the attacking 20.
If anti-plugging were implemented it would greatly benefit the zerg team. Not something I'd be in favor for since there is little anyone can do as is against a zerg in eq.
It may be annoying when people plug with even numbers, but in eq people rarely fight with even numbers.
