Approx timeframe of green merging into blue and green starting fresh?

Nobody knows.

Some even get angry if you suggest there's a merge into blue even though that was the original intention.

They don't even enable bonus XP holidays (or announce major expansions) anymore, let alone the headache of rolling Green into Blue. Project is over with.

There is atleast one year until anything like a merge happens

Sometime in 2023 for the merge I’d imagine. Don’t know if they will start a fresh server right away or not
