Grachnist the Destroyer
 

Doesn't seem to drop Goblin Slaver's Whip. Killed him many, many times. Listed as a rare drop, which should be somewhere around 5-10% chance. Statistically very unlikely you wouldn't see one in 50-100 Grachnists.

Also have never have seen one for sale on the server or wielded which seems unlikely for a commonly farmed NPC for the Shrunken Goblin Skull Earring

can collaborate as ive tried to farm one for my Cleric since its the only 1hs a cleric can weild.

Can confirm though, never seen the whip drop from Grach.

Just to point it out, this is the wrong forum to file this bug in. In fact, I really don't understand why whoever is in charge of the forum even leaves these forums up at all; they no longer have any reason to exist.

The correct forum (where I strongly encourage you to file this, as it'd be great to have it fixed) is the one just called "Bugs" in the general forums section.
