Is there any way a fresh, evil toon can do the Kaladim bone chips quest?
 
Normally you can just get wolf form, but it’s an indoor zone.

Might be able to kill the Goblins outside to up faction? I've heard of people doing that but I suppose it depends on just how evil you are

Its possible through opening a long range trade window through the wall between canloe, having a friend invis you with trade window open, handing in, backing off, and repeating. Please practice doing this the right way beforehand or your friend will get his ass killed along with you :p remember your invis breaks when trade window opens but not when the handin happens. This will be slightly time consuming

Dwarves don't cotton evil races. You need to either do faction work or use an illusion. Ball of golem clay or illusionists stone+invis should let you hand-in if you're not an enchanter. If you are, human illusion should work at level 4. Awful lot of work to skip some levels though.

I'll mention that for indoor zones you can also use corners for invis turn ins. Pull mob to a corner, snare. Snarer zones. Person handing in hangs around corner which is close enough to initiate trade but since you're out of line of sight mob will not aggro. Open trade, invis like your faction trick suggests.
Example, I used this with bvellos for turning in coldain heads. Since I could invis myself it was easy to do in a zone you normally can't harmony or keep a mob calmed for extended periods.
