United States has stated no such thing, that was written by some guy whose name we don't even know.
What they meant is that if you sue the government because you think they screwed up your taxes, you have to actually pay those taxes first or you lose the ability to sue the government, otherwise everyone would just sue instead of paying. And if you don't pay in full and your suit gets tossed out then you have no one to blame but yourself because you voluntarily calculated those taxes yourself instead of having the government do it for you. That's what voluntary means. It means you volunteer to figure it out so the government doesn't have to. But someone is going to figure it out one way or the other.
People usually have the wrong impression of what volunteering and voluntary is; I urge them to join the US Army to have it figured out for them real quick.
