Arantir Karondor not dropping Robe of Recovery

One of the triggered quest mobs that's part of the Wizard epic, Arantir Karondor, is supposed to be dropping the Robe of Recovery, according to this:

Which, roughly translated, says:
Arantir was dressed in a blue robe I have never seen before.
blah blah blah
Discovered "Robe of Recovery", Effect: Clarity!
However, it's NO RENT, which means it cannot be saved.

And specifically on their October 5th, 2000 update when people were still trying to figure out the wizard epic, it states:

Which basically says "Robe is obtained by killing Arantir, but is NO RENT."

The server this information is from is Tunare, so despite the robe's identify note stating "Test Only Item", it is quite apparent that it was not, in fact, a Test only item.

The old stats of the Robe (pre-mana regen statistic) are:

Currently he wears it (as seen in the picture), but when we killed him a few times today, he did not drop it. He was also very easy for his level (he's a level 60 mob that hit in the high 100's), had no faction hit, and no loot upon death, meaning he is probably just a default level 60 human wizard in his current state that was never itemized and tuned properly.

Anyway, please look into adding this item to the game as it should be available according to the information online.

I killed a bunch of the Magician epic turn-in NPCs yesterday (I know, scold me Amelinda. They were all 7 minute respawners though so np.) just to see if they were dropping the robe they were wearing. And they all, in fact, did. So I don't know why Arantir wouldn't be dropping his.

Also, Kandin Firepot should be wearing/dropping the Robe of the Initiate as well (per the link in the original post), but he's not wearing a robe presently (I know he did on live though).

so now that velious is live, and the inclusion of FT items, any new thoughts on the implementation of this? i know there were dev concerns of it bringing imbalance to the game before, which is still probably the case, but i figured i'd try again anyway huehuehue

On live, with frequent disconnects and dialup internet access being the norm, NO_RENT was a powerful flag. On P99, acquiring and retaining this item would be trivial and the Clarify effect would make it nearly BiS for anyone who could wear it.

I'd put this one with the Ivandyr's Hoop nerf -- worked fine on live, but too powerful on P99 and probably best left in its non-classic state.
