It is, my shaman did the quests not too long ago.

It was added in the Hole era update about 3 months ago

It is in game, the quest was added with the release of the Hole, however atm you need to equip the necklace to use the clickie.

On live at some point I believe in Velious it was made to be Clickie from inventory, but not at this time.

I've been seeing dark elf clerics casting snare on Green.

Regent Symbol in game?

Can confirm.

One of my all time favorite clickie items for innoruuk troll shaman.

It even works on western wastes dragons in velious era.
