It's a rog/bard item really. everyone else is just exploiting the lack of 'can equip' flag from early items.

ya really mad they put legacy items like this on a fresh box, its not really meant to be

if brad, RIP bless his soul, could do it over again, he wouldn't allow legacy loots or pre-nerf items.

We should honor his memory and do it right for once, just deleete the legacy and pre-nerf stuff from the database forever.
