The list is at least 11 people long right now. Even if the spell drops every time, that's 396 hours of AFK checks every 15 minutes. That's 16 days of poop socking.

I mean, that's not possible. How is this even going to work?

Eliminate the check every 10 minutes and make it every 10 hours.

add personal loot in lieu of the list system. anyone who engages in the kill would have a chance at high ticket, time limited items.

Increase the frequency of the spawn, institute longer afk check windows as suggested above, make the spell unusable until kunark. Those are just some ideas. I'm sure there are others.

What's scary about this is that they thought this out for a few days.

Don't allow the spell to be cast in Sky. Problem solved.

Obviously, people will drop off the list that can't stay that long. Only the neckiest of beards will be acquiring the spell pre-kunark, but at least people have a chance now.
