Got the same problem. How do I create an Iksar? Do I have to reset some files? Or is the try&error "create character" thing the only thing that works?

That won’t take effect until a few patches after Kunark release. Wasn’t enabled right at launch.

Keep clicking create character and backing out until you rng get iksar.

finally, also wasnt looking at the actual random image, was focusing on the list at the left thinking the iksar button would appear. :)
