Brother Qwinn not spawning

He's not. At all. I've done 12 consecutive hours killing his PH's and he's not spawning. I refuse to believe this is working as intended.

I camped him for 30 hours with 4 other monks. Just keep at it. It can be a very long, shitty, sucky camp.
