I've made 4 attempts to give Vin Moltor the Pie and 3 bottles of Kalish and gotten nothing from him. I tried both not hailing him and hailing him. He only says: ' Heh?? .. BURRP! .. Leave me be will ya. ' I'd rather not kill him and get the faction hit. Is there something I need to say to him?
