Every time I log on nobody even answers OOC. Dead server?

No, now that Chardok 2.0 came out we have been seeing daily pop hover around 600 to 700.

I always get a rise out of OOC. Try some Chuck Norris jokes.

Trust factor is real low on R99. Most people assume new toons are just a recycled player. I don't answer /ooc because I turned it off.

It's dead in terms of fun personalities and PvP.

The last few nights/weekend I played seems like theres quite a few no-name new players. But yah cassified as dead for sure.

/ooc is dead - the new players just dont get ooc banter at all.

Depends on your definition of dead.

It's basically a bunch of random people who stumble onto the server (Sanctuary), and what is left of Apex (80% of the core members either quit, or went to RoZ).
