Is there a way to switch off Dynamic Lighting?

I am running into FPS issues and I believe Dynamic Lighting may be the culprit, but I no clue how to switch it on or off. Project 1999 ran solid 60 fps all the time not too long ago, now I get between 15-30.

Hopefully we can get more awareness of this bug and have the ability to make it optional.
