Azzars dreadful hat faction
 

I am planning on doing the azzars dreadful hat quest and was wondering if anyone knew what faction was needed. I've heard indifferent isn't enough but was hoping for some concrete info as it'll be tough to get the hat since I'm over leveled and it's trivial loot. Thanks is in advance.

Wiki says the quest should work at indifferent. If it doesn't, consider updating it

Do bats and bugs quest, it can be done at dubious iirc
