You can have multiple guild leaders tagged but you need a GM to do it.

can officers make other officers or only leaders?

Only the guild leader can.

Think of the anarchy of the officers usurping the throne of leadership with their haphazard promotion and invitation of whomever they felt. Could ruin guilds with their coup.

You can have multiple guild leader alts on a single account if needed, making it easier to promote members.
