Enchanter Stats and IP exception
 
A bit of a backstory. My wife is making me go see the new vampire movie and as a deal, I am making her do something she will hate, play EQ. This means: (1) I am making that enchanter I always wanted and (2) I need to get an IP exception for the few hours she will be playing.

1. If we are going HE (she likes that female model the best) and I am making a HE enchanter, what should I put my starting stats into if I would one day want to have 200 int and 200 cha?

2. What information do I need to give the admins so that I can get the exemption? I am not the smartest person when it comes to computers so a detailed how-to would be appreciated.

if you aren't raiding, cha is a lot easier to get than int from gear.

Put it all into cha. The faster you reach the cha cap the sooner you can swap would-be cha gear for int gear.

Do you need to hit the cha cap as early as possible or does it only matter at higher levels?

If you are a high elf...
Put all your points into stamina and you can still get 200 int and 200 cha easily by level 50.
