Skyshrine MQ's turn in faction?
 

Before attempting this thought id ask the forums first: Do both players need proper faction for mq turn in or just the person receiving the item? Can a cloth class mq plate/chain pieces? and last, is it possible to twink a low level with hot gear assuming it has proper faction?

class does not matter

No idea on the low level player, but I do not believe I've seen level restrictions.

You can do MQ's @ lvl 5. Even Garzicor MQ

how about a normal quest turn in? like say White dragon helm to yeli?

hail the npcs to check faction

i dont kno where in Velious this would create a false positive but if the npc gives u the prompt to do the quest it means he will accept items from you
