It's possible to make decent play at lower levels, but things tend to get rolling at 10+. There's a reason level 4 spells only cost 5gp but the level 8/9 ones are 4pp and the 12/14 are more still.

My mage I created in 99 was split between ago and str.

This was based on the description of stats from my friend's dad, he was human also so the struggle was real.
