Chembla Ellent should sell the Staff of Tracing in Erudin Library, but she has all the other staff but not this one

Not until May 1999.

Many other mage spells are gated to the same era following research, so don't be surprised to see others as you level up. They will be added in the appropriate patches.

I looked for this too even the 1999 wiki says its in neriak but that era locked as well i guess.
