I believe this should be dropping as well from various named kobolds in Velks Lab. Also from looking at the various entries on Allah I don't believe any of these cold steel pieces were limited to one named kobold. They all seemed to have just as much of a chance to drop from any of them.

Here is an entry for Tpos Icepaw on allah circa 2001.
