Cappi McTarnigal/Rogues of teh White Rose (faction)
 

Cappi McTarnigal appears to be the only rogue on RoguesoftheWhiteRose faction. While the rest of his guild cons indif, he conned threateningly. I was able to do the gnoll fur quest (which I should not have been able to do as Ysanna MacGibbon should have been threateningly, as Cappi was) and moved him from Threateningly to Dubious.

edit: Banker and the Merchant lady on the second floor of the bank should also be on rogues of the white rose.
